I am a newbie here and trying to learn how to program on this platform. I love the way that both admin and others help out people here.

How can I make sure that a system trades biweekly?

You can add the following rule to your "buy" rule
biweekly = IeeeRemainder(week(), 2) == 0 and week() != ref(week(), -1);
buy = your_rules and biweekly;
